Law 58(I)/2026 was published in the Official Gazette of the Republic of Cyprus on 8 April 2026. It amends the Protection of Health (Tobacco Control) legislation by adding nicotine pouches to a number of existing provisions. The change is best described as regulatory inclusion, not as a general statement that every nicotine-pouch product or commercial activity is authorised.
A definition in the primary law
The amendment defines a nicotine pouch as a manufactured, tobacco-free product intended for oral use without inhalation, heating or combustion. It contains a nicotine substrate, or nicotine together with other substances, in solid form. Products intended for medical or pharmaceutical use are excluded from that definition.
That definition provides a legal reference point for the other amendments. Businesses should still assess how the consolidated law, subsidiary regulations and any product-specific requirements apply to their own activity.
Provisions now referring to nicotine pouches
The amendment inserts nicotine pouches into provisions concerning the registration of relevant businesses, information about ingredients, package warnings and enforcement powers. The consolidated text also addresses supply to persons under 18, free distribution, advertising and sponsorship, non-compliant products and vending machines.

Technical requirements continue in regulations
Law 58(I)/2026 also provides the basis for more detailed rules to be made under the existing framework. A separate 2026 draft regulation covering import, notification, labelling and circulation was open for public consultation on the review date of this article. Draft provisions should not be presented as final requirements until the formal process is complete.
