As at 29 September 2026, Cyprus’s proposed detailed rules for nicotine pouches remain in public consultation. The official platform records the consultation as open from 16 September until 15 October 2026 at 23:50. The Ministry of Health says the draft is intended to set conditions for the import, labelling and circulation of nicotine pouches under the 2026 tobacco-control amendment.
What the draft proposes
The draft would require manufacturers or importers to notify the competent authority before first placing a nicotine-pouch product on the Cyprus market. The proposed notification includes the product name and type, a list of ingredients and quantities, nicotine content per pouch, available toxicological information, and statements about manufacture and responsibility for quality and safety.
It also proposes a maximum of 16 mg of nicotine per pouch and packaging that is resistant to opening by children under the applicable ISO 8317 standard. These are proposals under consultation, not final requirements at the time of writing.
Proposed packaging and record information
The draft sets out a health warning in Greek and Turkish. It proposes that the warning appear on the two largest surfaces of the unit pack and any outer packaging, covering at least 32% of each surface. It also includes proposed information on safe handling, avoiding ingestion or nicotine exposure by children, actions following ingestion, and a batch number or equivalent identifier.
Further provisions concern notification of material product changes, information systems for possible harmful effects, and corrective action where an economic operator considers a product unsafe, of poor quality or otherwise non-compliant.
